asked the Minister of Overseas Development whether interest and capital repayments, shipping and banking charges are taken into account when assessing the effect of Great Britain's aid programme on the balance of payments.

Interest and capital repayments constitute an important offset to the outward flow of aid in the longer rather than the shorter term, because of the initial grace periods and interest waivers now accorded to most aid loans.

Receipts from shipping and banking services may well arise from the aid programme, but there are difficulties in measuring them precisely.
