The transfer of a greater proportion of grant to the G.L.C. is reflected in a reduction in the G.L.C. rate pre cept. No account is taken of the effects of Rate Equalisation Schemes. These for the years 1965–66 to 1967–68 involved redistribution of the general grant and the needs element of rate support grants.
