§ Mr. SkeffingtonMy right hon. Friend has received from the Association of Municipal Corporations a memorandum about revising the system of control of local authority capital expenditure which is exercised through consents for borrowing. I expect discussions with the local authority associations on this memorandum to take place shortly.
