§ 103. Mr. Bryant Godman Irvineasked the Minister of Overseas Development what pay increases have been given to Her Majesty's Overseas Civil Service comparable to those granted to the Home Civil Service.
§ Mr. OramMembers of Her Majesty's Overseas Civil Service are employed by the Governments of the countries in which they are serving and those Governments are primarily responsible for their salaries, which therefore are not directly affected by changes in the salaries paid by the British Government to the Home Civil Service. The majority, however, are employed by overseas Governments which participate in the Overseas Service Aid Scheme, under which the British Government meet the cost of the inducement allowances they receive in addition to their local basic pay. These inducement allowances, which are prescribed and kept under review by the British Government in consultation with the employing Governments, are adjusted from time to time in the light of local circumstances and the market rate for recruitment in Britain, which is affected by prevailing Home Civil Service and other salaries here.
