asked the Secretary of State for Foreign and Commonwealth Affairs when Her Majesty's Government were informed of the decision to hold a referendum in Rhodesia in May, on a proposed new Constitution; and whether the decision affects the British Government's policy of leaving the "Fearless" terms on offer to Salisbury indefinitely.

It has for some time been the declared intention of the régime to hold a referendum on a new Constitution. Mr. Smith said in a broadcast on 13th December that we could not hold a referendum on our new constitution before April next year".
