asked Her Majesty's Government:

Whether they intend to implement Recommendation 77 of the Littlewood Report on Experiments on Animals, in order to check the sale and purchase of stolen dogs and cats.

LORD STONHAM

The Littlewood Committee found general support for the proposition that in the long term animals used in research should be specially bred for the purpose. Such a restriction would not be practicable at the present time, but when legislation is prepared to amend the Cruelty to Animals Act 1876 the Government have in mind to take powers enabling restrictions of this kind to be imposed as and when appropriate, and subject to consultation with the interests concerned.
