asked the President of the Board of Trade whether he is satisfied with the amount of industrial expansion in the West Midlands; and if he will make a statement.

In 1967 and 1968 industrial development certificates were issued for 7.1 million sq. ft. and 11.5 million sq. ft. respectively in the West Midlands. While I must continue to operate the i.d.c. control stringently in the congested areas, this amount of new building and a rate of unemployment below the national average do not in any way suggest that industrial growth in the West Midlands is being unduly restricted.
