§ Mr. MarshBefore the wider traffic control powers in Part IX of the Transport Act can take effect new procedure regulations have to be made by myself and by my right hon. Friends the Secretaries of State for Scotland and Wales. These new regulations will lay down the procedures to be followed by local authorities in exercising their new powers, which will include power to regulate "resident only" parking.
We have carried out extensive consultations with interested bodies and are now considering their comments. We are aiming to bring the regulations and Part IX of the Act into operation in April.
