78. Mr. Lubbock

asked the Minister of Transport why he is paying grants under section 39(1) of the Transport Act 1968, individually in respect of London commuter services of the Eastern, London Midland and Western Regions of British Railways, but has treated the Southern Region's commuter network as an entity; and if he will publish in the OFFICIAL REPORT details of the calculation in respect of Southern Region.

The three Railway Regions operating North of the Thames were able to identify and separately cost their loss-making commuter services. Because of the density and operational interworking of the Southern Region's commuter services, it is not possible to identify the deficit for each individual
