§ Mr. CallaghanFollowing discussions with officers of my Department, the Secretary of the M.C.C. has been told that the responsibility for judging what police arrangements are appropriate rests with chief officers of police and that the common practice is to base the charges made to promoters on the number of policemen required to attend inside the grounds.
