§ Mr. SkeffingtonLast July, in a short covering circular 55/69, my right hon. Friends indicated that they were inviting the local authority associations and a wide range of other bodies to comment on the Report by the end of this year. The sooner these comments are received the sooner we can formulate a circular of substantive advice about the Report's recommendations.
