Mr. Colin Jacksonasked the Secretary of State for Foreign and Commonwealth Affairs when compulsory primary school education is to be introduced into Hong Kong.
§ Mr. LuardThe position has not yet been reached where it is possible to consider making primary education compulsory. The declared aim of the Hong Kong Government is to provide free primary education for all who desire it and the immediate objective, which I expect to be attained by the end of next year, is to extend as rapidly as possible the number of places in Government and subsidised primary schools so as to provide places for all children of primary school age who seek them.
