§ 32. Mr. Ashleyasked the Secretary of State for Social Services if he will set up a specialist welfare service for the deaf-blind, staffed by social workers with knowledge of the dual disability and organised on a regional or national basis.
§ Dr. John DunwoodyI am doubtful whether a separate national or regional service is desirable. In my view deaf-blind people will best be helped by developing the existing welfare services of local authorities.
