The ratios of the numbers of civil servants in my Department to the numbers of employers and self-employed persons in agriculture were approximately as follows:

1951 1 to 6.8
1964 1 to 16.7
1969 1 to 15.4

The 1951 figure takes account of the then separate Ministry of Food, but even now a significant number of the Department's staff are engaged on problems of general food policy, international trading relations, fisheries, and the like. Estimates of the numbers of employers and self-employed persons in agriculture in 1939 and 1945 are not available.
