asked the Secretary of State for Foreign and Commonwealth Affairs (1) whether he is aware that there is a proposal before the Western European Union Council to allow the German Government to manufacture and sell three submarines to the present Greek Government; and whether, in view of the nature of this Government which has been condemned by the European sub-Commission on Human Rights, he will instruct the British representative at the appropriate meeting of the Council to vote against the proposal;

(2) what is the Government's policy on the proposal submitted to the Western European Union Council that a protocol of the modified Brussels Treaty should be amended to grant permission to Germany to manufacture and sell submarines to the present Greek Government.

I am aware that a proposal for an amendment to the Protocol of the Revised Brussels Treaty was submitted to Western European Union some time ago. The proposal has never been considered at a council meeting and is unlikely to be considered in the near future. If the proposal were to be revived at any time in the future the position of Her Majesty's Government will be decided in the light of all relevant circumstances at the time.
