asked the Minister of Transport if he will take further steps to increase the number of learner motorcyclists who enter courses of instruction, now that local authorities have declined to undertake responsibility for this.

asked the Minister of Transport what plans he has to expand the grant-aided Royal Automobile Club/Auto Club Union training scheme for learner motor cyclists and scooter riders.

Mr. Mulley

Past experience of the R.A.C./A.C.U. motor cycle training scheme makes it doubtful whether any expansion would attract a significantly larger number of volunteers. I am now investigating the practicability of making the issue of a full licence to ride a motor cycle conditional on attendance at an approved course of instruction.
