asked the Minister of Housing and Local Government what is the cost of providing a three bedroom council house in Lowestoft now as compared with 1964; what are the annual costs of repayment of loan and interest; and what this represents as a weekly rent for 1964 and 1969.

The average cost of providing such a house in Lowestoft may be taken as £2,400 in 1964 and £3,200 in 1969. Any estimate of annual charges for servicing the loans would involve so many assumptions about rates of interest and terms of borrowing of particular loans by a particular authority that I am not able to give reliable figures. A flat-rate subsidy of £24 a year would have been paid in respect of the 1964 house; in 1969 the subsidy works out at 45 per cent. of the initial loan charges per house, which in the case of this authority would be £116.
