§ Mr. Arthur Lewisasked the Lord President of the Council whether he is aware that persons writing to the Inland Revenue are allowed to use On Her Majesty's Service envelopes or self-frank their envelopes; and whether he will extend the free postage facilities granted to Members when writing to their constituents to enable constituents to self-frank their envelopes to obtain free postage when writing to Members of Parliament.
§ Mr. PeartIt is not proposed to extend Members' free postage facilities to their constituents. The Inland Revenue does not, in fact, permit the self-franking of envelopes; it supplies, when necessary, franked envelopes or labels.
