Friend the Secretary of State for Scotland, in consultation with other economic Ministers, is responsible for the planning of the Scottish economy, and I have been kept very well informed of their achievement in the completion in the 4 years 1965–68 of factories which in floor space were 25 per cent. greater than in the preceding 4 years, and 36 per cent. greater than in the preceding 4 years in terms of the jobs they were expected to provide; in reducing migration from Scotland to the lowest level for ten years and in narrowing the gap between Scotland and the United Kingdom in average weekly earnings of adult male workers in manufacturing to 2.4 per cent. compared with 7.3 per cent. in 1964.
