asked the Minister of Housing and Local Government if the decision of the London Borough of Brent to apply a new rent rebate scheme on all further lettings on the St. Andrew's Hospital site in accordance with the undertaking given to his Department as a condition of granting permission to increase rents.

When my right hon. Friend agreed to the council's recent proposals for rent increases he made it clear that he considered that it would be wrong at the present time for the council to revise the rebate scheme in such a way as adversely to affect any rebated tenant. He made it a condition of his agreement that the rebate scheme then in force should not be altered to the disadvantage of any tenant. This condition, like his agreement, did not extend to new tenancies and is not therefore breached by the council's decision to adopt a new rebate scheme for further lettings on the St. Andrew's Hospital site.
