§ 20. Mr. Moonmanasked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on Her Majesty's Government's policy towards the United States Government's proposal at Geneva that States possessing nuclear weapons should cease production of fissile material and open their plants to international inspection.
§ Mr. MulleyAs I said in my speech in the 18-Nation Disarmament Committee on 17th April, we are studying the United States proposal for a cut-off of fissile material for weapon purposes with great interest. Any such agreement would clearly have to make adequate provision for satisfactory verification, and we would be prepared to accept appropriate International Atomic Energy Agency safeguards for this purpose if other nuclear powers were ready to do likewise.
