§ Mr. Edward ShortPrior to April, 1965, when the Research Councils and the Natural History Museum became the responsibilty of my Department, this Department had no expenditure on scientific research and development. No survey of research and development expenditure covering all sectors was carried out for 1965–66. In 1966–67, the net rate expenditure of my Department (including Research Councils, etc.,) on scientific research and development in Scotland, expressed as a percentage of the total expenditure on scientific research and development in the United Kingdom for 1966–67, was 0.5 per cent. The corresponding figure for England and Wales was 5.5 per cent.
