§ Mr. RossI am sending my hon. Friend a copy of a Memorandum "Staffing of Secondary Schools in Scotland" that will be published later today. This describes two staffing studies carried out by my Department and includes a great deal of information about the extent and possible causes of variations in pupil-teacher ratios. I have written to education authorities, teachers' associations and other interests drawing attention to the memorandum, inviting their comments and making suggestions for action.
