§ Mr. OramA considerable part of our bilateral technical assistance funds is devoted to improving management skills in the broadest sense through the provision of experts, courses in the United Kingdom and other means. Expenditure on management training and education in the narrower sense is only a part of this, but the problems of definition are such that any precise figure would be open to question.
