RobinsonIncreases in local authority staff since 1965 are due to a number of factors—for example, the greater use of part-time employees—and it would not be practicable to identify changes due to any one cause. But the manpower implications are an important factor in the Government's consideration of any new legislation and this aspect is now dealt with in the explanatory memoranda to Government Bills.
