asked the Minister of Transport if, in view of the widely differing penalties now imposed by magistrates for parking without lights under exactly similar conditions, he will seek to establish standard fines for such offences.

No. The Courts should be free to fix fines in the light of all circumstances. A number of police forces adopt the fixed penalty procedure for this offence, but the driver offered the option of the fixed penalty may of course still go before the court if he so chooses.
