§ Mr. J. P. W. MallalieuThe Authority's accounts for 1968–69 are not yet available. An estimate of expenditure on civil research and development, including non-nuclear (£3 millions), is £58 million in terms of full commercial costs. The net cash costs of the Authority's civil R. & D. establishments in that year as given in my reply of 4th February were estimated to amount to nearly £30 million. The balance of some £28 million is broadly attributable as follows:—
