asked the Minister of Transport what is his policy for the development of the South Wales ports; on what criteria he bases his investment decisions; and if he will make a statement.

In South Wales, as elsewhere, the initiative for port development projects rests with the port authorities concerned. Schemes costing more than £500,000 require my authorisation under Section 9 of the Harbours Act, 1964. Before giving such an authorisation I must first consult the National Ports Council, and, in addition, I satisfy myself that the development will show a satisfactory return on the investment.
