HC Deb 14 April 1969 vol 781 cc223-4W
Mr. Gregory

asked the Secretary of State for the Home Department whether he will now order a local inquiry into the incidents involving police officers at Stockport Police Station on 22nd November 1967, and into other matters connected with the policing of the area, following the results of the previous investigation made by the Liverpool and Bootle police force, which has involved the spending of £2,280 of public funds in settlement; and if he will make a statement.

Mr. Elystan Morgan

Allegations made against individual police officers were the subject of a most thorough investigation by a senior officer of the Liverpool and Bootle Constabulary. His report was submitted to the Director of Public Prosecutions, who advised that there was insufficient evidence to justify criminal proceedings against any of the officers concerned in the allegations.

Having the same evidence before him, the Chief Constable of the Cheshire Constabulary decided that formal disciplinary proceedings against individual officers would not be appropriate.

In connection with civil proceedings arising out of the same incidents, the Chief Constable settled out of court, while not admitting liability, claims for damages of the order stated.

I do not consider that any additional investigation would be likely to carry the matter further. The Chief Constable has recognised that good relations between the police and the public have been impaired and I welcome the action he has taken to bring about an improvement.
