asked the Secretary of State for Education and Science what steps he is taking to secure the implementation of the recommendations in the Gittins Report about the teaching and use of Welsh in schools in Wales.

I have just issued a circular to local education authorities in Wales which makes it clear that I support most of the main recommendations of the Gittins Council on this subject, and am doing what I can to assist authorities in implementing them. For example, I have already authorised additions to the teacher quotas of all Welsh authorities which asked for additions to enable them to implement their language policies. I am sending my hon. Friend a copy of this circular.
