asked the President of the Board of Trade whether he will consider referring to the National Board for Prices and Incomes the recent substantial increases in the charges made by insurance companies for green insurance cards for cars going overseas.

Insurers terminated in 1967 the arrangement for making a uniform charge of £2 for the issue of a green card after a Report by the Monopolies Commission on the matter. Each insurer now decides independently what additional premium to charge for insurance against risks overseas in the light of claims experience. I understand that this premium varies considerably, from nil upwards, and usually includes the administrative cost of issuing the green card.

The nature of insurance requires some flexibility in relating premiums to claims experience and it is not proposed to refer to the National Board for Prices and Incomes the premiums now being charged to motorists for insurance against risks overseas.
