§ Mr. Arthur Lewisasked the Minister of Transport whether, in view of the fact that magistrates are imposing small fines for the offences of driving vehicles without a road fund licence, without roadworthy certificates, defective tyres and steering, and, in view of the danger to life and limb involved in these offences, he will introduce legislation to fix mandatory penalties.
