§ Mr. Edward ShortNo. But I will consider whether any fresh guidance needs to be given to the bodies responsible for appointing managers and governors of schools in the light of the reports of the Research Unit of the University of London Institute of Education which has been examining the functions of managing and governing bodies, and of the Royal Commission on Local Government, both of which should be available early next year.
