§ Miss BaconIt is my policy that no handicapped pupils should be sent to a special school who can be satisfactorily educated in an ordinary school. So far as blind children are concerned, there are practical difficulties about integration. The Committee which was mentioned in the answer to the hon. Member for Norfolk, South (Mr. J. E. B.
