§ Mr. RossThe examination which I announced in July, 1967 of a possibility of major reform of the Scottish system of land tenure—which includes a review of the whole feu duty system—has been144W carried forward considerably. I have also been considering whether any of the Halliday Report's recommendations which do not touch upon the land tenure system itself—for example those relating to heritable securities—can be acted upon separately.
