My right hon. Friend has welcomed the council's decision to introduce a rent rebate scheme based on the principles which he has recommended to local housing authorities, and to abandon the further rent increases which they had proposed to introduce in October, 1968.

The increases which came into effect on 1st April, 1968 involve an average increase in standard rent of 9s. 1d. a week. My right hon. Friend considers that an average increase in standard rent in excess of 7s. 6d. a week is not justified in this case and, in accordance with his powers under the Prices and Incomes Act, 1968, he has directed the Council to submit, not later than 7th December, 1968, proposals for reducing rents so as to mitigate the 1st April increases.
