§ Mr. RossIt would be open to a certificated teacher to appeal to the Secretary of State against dismissal under section 85 of the Education (Scotland) Act 1962. Other teachers would have no such right nor would any teacher, certificated or otherwise, have a right of appeal against a decision by an education authority to refuse employment.
