§ Mr. David Howellasked the Minister for the Civil Service (1) what steps he is taking to encourage Departments and agencies to adopt modern management reporting techniques;
(2) what steps he is taking to arrange for public Departments and agencies to be given greater financial authority and to be held correspondingly accountable for the effective management of the financial resources placed at their disposal.
§ Mrs. HartMethods of reporting on staff, management information and control techniques and systems for holding management more directly accountable for effective management of resources are all being carefully studied as part of the process of considering and implementing the Fulton Report.
