§ Mr. RossUnder my proposals all teachers of technical subjects would be qualified to teach all the subjects in this group up to the ordinary grade of the Scottish Certificate of Education. Specialisation was contemplated only for teaching to the Higher grade. I am now reviewing my proposals in the light of the comments that I have received.
