Member for West Ham, North, sent by his Department are being delayed in delivery by two and three days due to second-class postage service being used; and whether, when writing to Members of Parliament, he will instruct his Department to use envelopes with the bold black figure I in a black ruled box to ensure first-class service.
§ Mr. CallaghanThe practice in the Home Office is that post is sent by the second class service, unless urgency requires the use of the first class service. This practice has been followed when letters have been sent to my hon. Friend.
