§ Mr. HattersleyDuring the debate on the Second Reading of the Industrial Training Bill the then Minister of Labour said that Government Departments would "in respect of their own employees at least equal the standards set by training boards for industrial training and associated further education". This remains the position in relation to day release for junior employees in the Civil Service and I would expect the same policy to be followed in the local authorities and public services.—[Vol. 667, c. 1013.]
