§ Mr. SkeffingtonMost persons getting supplementary benefit have their rate liability taken fully into account in the amount of their benefit, so they cannot be given a rate rebate as well. In the exceptional cases where the amount of supplementary benefit is limited so as not to cover the rate liability fully, rate rebate can still be claimed, within the same gross income limits as apply to anyone else.
