asked the Minister of Transport in view of the decision by the Court of Appeal in Clarke v. Winchurch, whether he will now seek to amend the rule in the revised Highway Code in accordance with the two accepted practices of headlamp flashing.

No. I can find nothing in the decision by the Court of Appeal to which the hon. Member has drawn attention which would lead me to alter the proposed rule in the revised Highway Code thatThe flashing of headlamps has the same meaning as sounding the horn—to let another road user know you are there".
