The long-term addition which is allowed in assessing the requirements of supplementary pensioners and other long-term beneficiaries takes account of special expenses including extra fuel. This addition was increased from 9s. to 10s. a week on 7th October when the basic scales were increased Where it is not allowed, or where special needs, including special heating requirements, exceed 10s. a week, provision can be made by way of an exceptional circumstances addition.
