Mr. Whitaker

asked the Secretary of State for Foreign Affairs whether he still intends to ratify the international convention on Human Rights, in view of the Commonwealth Immigrants Act, 1968.

Mr. Goronwy Roberts

I assume my hon. Friend is referring to the International Covenant on Civil and Political Rights. We have decided that the United Kingdom should sign this and the other Convenant on Economic, Cultural and Social Rights. Ratification will be considered later. I do not accept my hon. Friend's implication about the consequences of the Commonwealth Immigrants Act, 1968, in this respect, but all such questions will, of course, be further considered during the study of possible ratification.

asked the Secretary of State for Foreign Affairs, what amendment the Government will propose to make to the Commonwealth Immigrants Act, 1968, to enable the United Kingdom to ratify international conventions.

None. I do not know which particular conventions my hon. Friend has in mind but I do not accept his implication about the consequences of the Commonwealth Immigrants Act, 1968, in this respect.
