The "output budgeting" technique described in this Paper, and already applied to defence, shows promise as a means of achieving better use of resources in the civil field also. Studies of the feasibility of applying it to certain major civil programmes are in progress in several Departments, including the Ministry of Transport. I doubt whether it would be rewarding at this stage to prepare as further examples the summaries referred to.
