§ Mr. MulleyEast Germany is not a member of any of the inter-governmental organisations of which the United Kingdom is a member. In deciding our own attitude Her Majesty's Government are guided by the criterion that we do not recognise the existence of a State in East Germany and take the view that the Federal Republic of Germany is the only German Government freely and legitimately constituted and therefore entitled to speak for the German people in international affairs.
