36. Mr. Bishop

asked the Chancellor of the Exchequer what was the net outflow of private capital for the years 1960 to date; and if he will take further steps to limit private capital exports to the sterling and non-sterling areas in order to reduce the strain on the balance of payments.

Mr. Roy Jenkins

I refer my hon. Friend to the published balance of payments figures. Extensive measures have already been taken, through the tax system, and by exchange control, the Control of Borrowing Order and the Voluntary Programme to restrain exports of capital from the United Kingdom and to ensure that private investment overseas is financed in ways which place the minimum burden on our balance of payments. I have no statement to make about further action.

38. Mr. Biffen

asked the Chancellor of the Exchequer what proposals he has to relax the present restrictions on overseas private investment.

Mr. Roy Jenkins

I have no such proposals at present.
