§ Mr. Edward ShortNo. The final report of the research unit of the University Of London Institute Of Education, which has been studying the functions of managing and governing bodies, will not be available until early next year. When I have had an opportunity of studying their findings and those of the Royal Commission on Local Government, I will consider whether any fresh guidance needs to be given to the bodies responsible for appointing managers and governors.
