§ 45. Mr. Moonmanasked the Secretary of State for the Home Department if he will issue a further circular to the London Boroughs Management Service Unit and all local authorities advising them to refrain from attempting to introduce organisational changes in their social welfare schemes, prior to the implementation of the findings of the Seebohm Committee.
§ Mr. CallaghanI do not think a circular is required but I take the opportunity of saying that it must be obvious that it would be unwise for authorities to make any changes in the organisation310W of the local authority personal social services which prejudice the outcome of the Seebohm Committee's review of that very question.
